Seth P. Wright teaches political science and public policy at the prestigious Penn State Harrisburg, where he also serves as Program Chair for the BA in Political Science and the BS in Public Policy. His work cuts through the partisan morass to examine transparency in local government and the role of subversion as a public value, and was recently interviewed by journalist Bill O’Reilly.

Thanh (Minnie) Hoang, Ph.D.

Minnie (Thanh) Hoang is an Assistant Professor in the Department of Political Science at Southern Connecticut State University. In her current role, Dr. Hoang coordinates the Master of Public Administration program and teaches courses in Public Management, Nonprofit Management, and Research Methods. She earned her Ph.D. in Public Affairs from the University of Texas at Dallas and a Master of Public Management from Victoria University of Wellington in New Zealand. Dr. Hoang also brings several years of practical experience working with local nonprofits and government agencies, which inform and enrich her academic work. Her teaching and research interests span the fields of nonprofit and public management. In the nonprofit sector, her work focuses on topics such as resource mobilization, board governance, volunteer management, social media, and community engagement. In public management, she examines human resource management and leadership, organizational behavior, and diversity, equity, and inclusion (DEI) management.

Ralph R.J. Johnson, Ph.D.

Dr. Ralph “RJ” Johnson is a nationally recognized leader, educator, and practitioner in public administration, nonprofit management, and human resource administration. He currently serves as the National First Vice President of the National Pan-Hellenic Council, Inc. (Divine Nine), where he oversees international operations for more than 350 councils and spearheads governance, compliance, and strategic initiatives that strengthen the impact of the Council globally. In his professional capacity, Dr. Johnson is the Director of Council Affairs for the Shreveport City Council, working daily at the intersection of policy, governance, and community engagement. He has been instrumental in legislative strategy, stakeholder relations, and operational improvements that enhance public service delivery. Beyond government service, Dr. Johnson is deeply committed to advancing nonprofit excellence. He is the President & Executive Director of the Red River Education & Empowerment Foundation and the President & Board Chairman of the Divine Works Foundation, where he leads efforts in education, civic engagement, and community development. He has successfully managed more than $2.5 million in grants, directed a $3 million capital campaign for the Girl Scouts, and created programs that expand access to education, workforce opportunities, and civic participation. His leadership includes serving as Chief Volunteer Officer (Board Chair) of The Salvation Army Boys & Girls Club of Shreveport and Secretary of the Board of Goodwill Industries of North Louisiana, where he was recognized as Board Member of the Year. Dr. Johnson also plays a prominent role in professional and academic communities. He is Chair-Elect of the Section on Professional and Organizational Development for the American Society of Public Administrators (ASPA) and serves as Parliamentarian of the Conference of Minority Public Administrators (COMPA). Internationally, he has held leadership positions with the World Federation of United Nations Associations (WFUNA), where he was the first American elected to its Youth Advisory Council, culminating in service as Chair, and with the United Nations Association of the United States of America (UNA-USA), where he concluded his tenure as National Vice Chair. As an educator, Dr. Johnson is an Adjunct Professor at Louisiana State University–Shreveport, teaching graduate-level courses in nonprofit human resource administration. He integrates real-world experience into his instruction, emphasizing governance, compliance, and organizational strategy. He is also a CARF Surveyor, ensuring health and human service organizations meet the highest accreditation and compliance standards. Dr. Johnson is a proud member of Kappa Alpha Psi Fraternity, Inc. and Alpha Phi Omega National Service Fraternity, reflecting his lifelong commitment to service and achievement. An honorary initiate of Order of Omega, he has championed leadership development and service among collegiates nationwide. A 40 Under 40 honoree and graduate of the Greater Shreveport Chamber Leadership Program, Dr. Johnson’s academic background includes dual bachelor’s degrees in Sociology and Political Science from Louisiana State University, a Master in Business Administration, a Master in Public Administration, and a Ph.D. in Public Policy from Southern University. He is professionally certified as both a SHRM-Certified Professional (SHRM-CP) and a Professional in Human Resources (PHR). Dr. Johnson is driven by his objective: “to serve my community in pursuing achievement in every field of human endeavor.”

Yeonin Yoon

Yeobin Yoon is a Doctoral candidate in Public Administration at the School of Public Affairs, Pennsylvania State University – Harrisburg. She holds an M.P.P. in Public Policy from Seoul National University, South Korea and dual bachelor’s degrees in Economics and American Culture from Sogang University, South Korea. Her research focuses on collaborative governance, organizational behavior, and performance management, with an emphasis on how inter-organizational collaboration can address complex policy challenges. She has presented her work at major conferences, including ASPA, PMRC, MPSA, and NECoPA, and has published in the Asian Journal of Political Science. Beyond her research, Yeobin has served in various leadership roles, including President of the Public Administration Doctoral Student Organization and Board Member of the ASPA Keystone State Chapter. She brings both international and cross-sector experience, having worked with government agencies, NGOs, and academic institutions in South Korea before pursuing her doctoral studies in the United States.

Abdollah (Abdi) Zeraatpisheh

Abdollah (Abdi) Zeraatpisheh is a Doctoral Candidate (ABD) in Public Administration at the University of Texas at Dallas, with over 20 years of professional experience in Human Resources, including senior and executive leadership roles. His dissertation, The Human Side of Public Service: Behavioral Mechanisms in Performance, Burnout, and Turnover Intentions, follows a three-paper format using national and international public workforce datasets to examine how leadership, emotional intelligence, and organizational context influence key employee and organizational outcomes. He brings a unique blend of scholarly expertise and practical leadership experience, having guided organizational change initiatives, developed talent management strategies, and advanced workforce engagement in diverse and multicultural environments. His research and professional practice are grounded in advancing effective and high-performing public institutions.

Dragana (Dasha) Djukic-Min

Dragana (Dasha) Djukic-Min is a doctoral candidate in public administration at the University of Texas at Dallas. She holds an MA in government from the University of Texas at Austin, an MA in international relations from the University of Chicago, and an MBA from Northeastern Illinois University. Her research interests include public-private partnerships with a focus on environmental issues, nonprofit advocacy, and green human resource management. Her work was published in Sustainability and in Elgar Encyclopedia of Nonprofit Management, Leadership and Governance. Previously, she worked as a practitioner in fundraising research and nonprofit development/management. Dasha was named an Oxford-Penn Social Impact Fellow in 2024 and an ASPA Founders’ Fellow in 2023.

Diana Al-Fayez is currently an Assistant Professor and head of the Public Administration Department at the University of Jordan- Amman. She has also taken lead roles in the Human Resources Department and in the Investment Development Department at the Jordan Investment Commission (N/K/A Ministry of Investment). Diana’s research focuses on public human resources management, leadership, organizational performance, and comparative public administration and public policies. Her work has been published in Public Personnel Management, Public Administration and Development, the Journal of Public Affairs Education, and others. She also received the 2023 Garcia-Zamor Best Paper Award, which recognizes outstanding research in international and development administration.

Shpresa Kaciku Balija, Ph.D.

Dr. Shpresa Kaciku Baljija is a founding member of the Department of International Relations and European Studies at Public University Kadri Zeka, Republic of Kosovo. She earned a doctorate in Public Governance and Administration and published influential research in leading academic journals. She focuses on institutional reform, anti-corruption policy, and governance related to the United Nations Sustainable Development Goals (SDGs). She collaborates with international organizations and contributes to global policy dialogues, particularly on public sector innovation and SDG 16 (Peace, Justice, and Strong Institutions). Her leadership extends to professional associations, where she serves as a Board Member-at-Large of the American Society for Public Administration’s Section on Public Organization and Development (ASPA SPOD). She is also a recipient of the transformative leadership award in recognition of her research, education, and policy contributions. Passionate about bridging academic research with real-world impact, Dr. Kaciku Baljija advances accountable governance, ethical leadership, and resilient democratic institutions through active engagement in international forums.

Kyungmin Lee is a Ph.D. candidate in Energy and Environmental Policy at the Joseph R. Biden, Jr. School of Public Policy and Administration, University of Delaware. Her research lies at the intersection of environmental policy and artificial intelligence, focusing on urban sustainability and community development. She specializes in applying computer vision and machine learning techniques to analyze spatiotemporal data, particularly in semantic scene understanding of remote sensing imagery. Her work demonstrates how AI technologies can advance data-driven environmental policy development.

Gerome Q. Banks, EdD, MBA
Public Administration Scholar-Practitioner
Dr. Gerome Q. Banks is a scholar-practitioner and public sector leader with deep expertise in strategic talent management and organizational and leadership design and development. With experience spanning federal service, business ownership, nonprofit leadership, and higher education, Dr. Banks brings a systems-thinking approach to preparing individuals and organizations for meaningful, purpose-driven impact. As a leadership educator and advocate for career readiness, he integrates leadership and organizational development principles into real-world application - equipping professionals at all stages with the skills needed to lead with resilience and purpose. His leadership philosophy is rooted in aligning people with purpose; serving with integrity; and building environments where others can lead and grow. In roles such as U.S. Office of Personnel Management Aspiring Senior Executive Service Program Director, Rotary District Learning Chair, Senior Executives Association Professional Development Chair, and American Society for Public Administration Section on Professional and Organization Development Board Member-at-Large, Dr. Banks is dedicated to helping individuals transform not only their careers - but also the institutions and systems they serve.

Dr. Zeeshan Noor is an Assistant Professor and Program Director at Louisiana State University in Shreveport’s Institute for Nonprofit Administration and Research (INAR), where he holds the Norman A. Dolch Super Professorship. His research is focused on philanthropy, volunteering, digital media, and leadership. His work has been published in leading peer-reviewed journals such as NVSQ, NML, VSR, and JPM, along with a forthcoming book chapter on nonprofits' use of social media. He is currently serving as Immediate Past Chair and board member of ASPA’s Section on Professional and Organizational Development (SPOD), and as board member at large of ASPA’s Section on Nonprofits. He has also served on ARNOVA’s Membership Committee and co-chaired ASPA’s Annual Global Public Administration Capstone Panel Committee. Dr. Noor’s honors include the ARNOVA Emerging Scholar Award (2021), APPAM Equity and Inclusion Fellowship (2023), ASPA SICA David Gould Scholar Award (2021), and the Wallace O. Keene Conference Scholarship (2021). He was inducted into the Pi Alpha Alpha Honor Society in 2015.
